1. Introduction
   Dangote Cement South Africa T/A Sephaku Cement (DCSA) invites suitably qualified, licensed and environmentally compliant companies to submit an Expression of Interest (EOI) for the supply of waste oil suitable for use as an Alternative Fuel Resource (AFR) within our cement manufacturing process. As part of DCSA’s decarbonisation strategy and commitment to the principles of the circular economy, we are seeking strategic partners capable of providing consistent, sustainable and legally compliant waste oil streams for thermal substitution within our cement kiln. DCSA has invested in and commissioned infrastructure for the safe receipt, storage, and feeding of liquid alternative fuels at its Aganang operation. We are therefore seeking long-term partnerships with suppliers that can support the replacement of conventional fossil fuels while maintaining operational stability, environmental compliance, and cement product quality.
2. Purpose of this EOI
   The purpose of this EOI is to identify qualified suppliers of waste oil suitable for co-processing in cement kilns, establish a supplier database for future engagements, evaluate potential long-term strategic partnerships and support DCSA’s sustainability, decarbonisation and alternative fuel objectives. This EOI does not constitute a commitment to award a contract. DCSA reserves the right to proceed with a Request for Proposal (RFP), formal tender process, direct negotiations or any other commercial engagement following evaluation of the submissions received.
3. Scope of Supply
   Interested parties are invited to submit information relating to the supply of waste oil for use as an alternative fuel in DCSA’s cement manufacturing process. Suppliers may propose one or multiple waste oil streams, provided the material is suitable for co-processing and can be supplied in compliance with all applicable legal, environmental and operational requirements.
4. Waste Oil Suitability Assessment
   The acceptance of waste oil will be subject to technical, environmental, operational and commercial evaluation. Assessment will consider the characteristics of the waste oil, including its calorific value, composition, source, traceability, storage and handling requirements, and potential environmental impacts. Consideration will also be given to the potential impact on atmospheric emissions, clinker and cement quality, kiln performance and process stability, as well as compliance with the site’s WML and AEL requirements.Waste oil suppliers should note that the quality and composition of the waste oil are critical in ensuring product quality, operational reliability and regulatory compliance. Accordingly, DCSA will only consider waste oil streams that do not compromise clinker quality, cement quality, equipment integrity, operational performance or environmental compliance. The acceptance of any waste oil stream remains solely at the discretion of DCSA.
   • Waste Oil Exclusions
     DCSA will not consider waste oils contaminated with radioactive materials, infectious or biological waste, healthcare risk waste, explosive materials or asbestos-containing materials. Unidentified, uncharacterised or inadequately documented waste oils will also not be accepted.In addition, waste oils containing contaminants that exceed DCSA acceptance criteria, are prohibited by the site’s licences and authorisations, or may present unacceptable environmental, health, safety, product quality or operational risks will be excluded from consideration.
5. Required Information from Respondents
   To enable DCSA to assess technical suitability, compliance and commercial viability, respondents are requested to provide the information outlined below.
   • Company Information
     Submissions should include a company profile detailing the organisation’s registration information, relevant industry experience, operational footprint and primary contact details.
   • Quality Specifications
     Respondents must provide current and representative analytical data for the proposed waste oil stream. Information should include, as a minimum, net and gross calorific value, density, viscosity, water content, ash content, flash point, sulphur content, chlorine content, sediment content, heavy metals profile, PCB content where applicable, and any other contaminants relevant to the assessment of the material.The latest Certificates of Analysis (CoAs), testing methodologies and product specification sheets must accompany the submission.
   • Available Volumes
     Respondents should clearly indicate the available monthly and annual supply volumes, expressed in tonnes per month and tonnes per year, respectively. Information relating to minimum guaranteed volumes, maximum available volumes, seasonal fluctuations, and future growth potential should also be provided to assist DCSA in assessing long-term supply security.
   • Commercial Information
     Submissions should include the proposed commercial model, including pricing structure, delivered cost per tonne, logistics arrangements, delivery methodology, preferred contract duration and any additional commercial conditions relevant to the proposed supply arrangement.
6. Confidentiality and Strategic Partnership
   DCSA is seeking to establish long-term strategic partnerships with suppliers capable of providing a reliable, compliant and sustainable supply of waste oil in support of the company’s alternative fuels programme and decarbonisation objectives.Respondents should indicate their willingness to enter into a Mutual Non-Disclosure Agreement (NDA) to facilitate the exchange of technical, operational and commercial information. DCSA reserves the right to appoint one or multiple suppliers to ensure security of supply, supplier diversification and the long-term sustainability of its alternative fuel strategy.
